Its already been stated somewhere that when you shoot at a NPC rat, the aggression timer will appear against that NPC Faction. Apparantly it has always been there, it is just now displayed in the UI with RMR. Being attacked by Concord for firing...

The higher an agent's quality, the better the rewards. However, a Lvl II -20 agent will be better than a Lvl 1 +18, therefore always go for the higer level agents(unless you are building up LP with one agent).

For solo PvP, a Blackbird is still pretty good if you have reasonable EW skills. Only downside is it has pretty crap damage output, so you have to pick your targets carefully. If you can bring a mate along to deal the damge, its even better
